 This Invitation for Bids follows the General Procurement Notice (GPN) 
for this project that appeared in UNDB online with reference number 
AfDB34-01/15 of 20th January 2015, and on the African Development Bank 
Group’s Internet Website.</span><br />

 The United Republic of Tanzania has received Financing from the African
 Development Bank in various currencies towards the cost of Support to 
Technical Vocational Education and Training and Teachers Education 
(STVET-TE).  It is intended that part of the proceeds of this loan will 
be applied to eligible payments under the contract for supply of 
chemicals and Apparati for 7 zonal teachers college centers</span><br />

 The Permanent Secretary, Ministry of Education, Science, Technology and
 Vocational Training (MESTV) now invites sealed bids from eligible 
bidders for the supply of Chemicals and Apparati to 7 zonal teachers 
college centers in seven (7) packages as follows; </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"> Package
 (1); Butimba Teachers College, package (2); Kleruu Teachers College, 
package (3); Mtwara Teachers College, package (4); Morogoro Teachers 
College, package (5); Monduli Teachers College, package (6); Tabora 
Teachers College, package (7); Mpwapwa Teachers College.</span><br />

 of items in the above 7 packages will be supplied under one contract. 
 Eligible bidders will be required to quote for all packages and all 
items in each package. Bidders not quoting for all packages and all 
quantities in each package their bids will be considered non-responsive 
and rejected for evaluation.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Development of Marine Programme for WWF Tanzania</span><br />

goal of the consultancy is to support WWF Tanzania's development of a 
robust, vibrant, and highly effective Marine Programme that will meet 
the broader objectives to ensure the nearshore fisheries ecosystems and 
biodiversity in two priority seascapes of RUMAKI (Rufiji, Kilwa, Mafia) 
and the Tanzania's side of Mtwara Quirimbas and their peripheral fishing
 areas are maintained, and offering full ecosystem services (fisheries 
and others) that are contributing to improved livelihoods for men & 
women in coastal communities; and a healthy and productive SWIO tuna 
stocks that support sustainable socio-economic benefits to artisanal 
fishers and the national economy in Tanzania.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span>
<span style="font-family: Arial, Helvetica, sans-serif;">The major 
output of the consultancy will be a base funding proposal that positions
 WWF to attract high level funding to achieve Marine programme 
objectives, and which can be adopted by WWF for use in partnership 
development and fundraising from multiple donors. The consultant will 
work with the WWF team to prioritize potential funding opportunities and
 develop tailored and targeted funding proposals. The consultant will 
report to the WWF-Tanzania Conservation Manager and work closely with 
the WWF Tanzania MarineTeam aswell as staff from related technical, 
policy and partnerships units.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span>
<span style="font-family: Arial, Helvetica, sans-serif;">Specifically, the consultant will carry out the following activities:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">A. Develop a robust funding framework and targeted proposals to support the development of WWF's Marine Programme in Tanzania:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Facilitate the 
preparation of a base funding proposal that seeks to address market 
failures in the current fisheries management and in the current wave of 
increased populations, market forces and weak governance, so as to 
achieve sound balance between conservation of marine ecosystems, 
biodiversity and human livelihoods; Ensure that the base funding 
proposal supports the objectives of the WWF-Tanzania Country Strategic 
Plan, clearly identifies the key niche and comparative advantages for 
WWF focus, and is well integrated with related goal and driver 
strategies contained in the</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">WWF Country 
Strategic Plan; Prioritize funding opportunities and develop targeted 
proposals, including soliciting funding from public/private sectors and 
multilateral donors to fund the programme proposal, working closely with
 the WWF-Tanzania Marine Programme Coordinator and the Development and 
Partnerships Manager.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">B. Strengthen WWF staff capacity for Marine programme delivery and in developing high impact, strategic partnerships:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Act as a 
professional mentor to the Marine Program Lead and provide expert advice
 and technical assistance to support effective programming and 
functioning of the Marine Programme; Facilitate the identification and 
establishment of strategic partnerships with public, private, and civil 
society stakeholders with potential for leveraging results and scaling 
impacts; Develop an engagement plan and process document for pursuing 
the development of at least 2 key strategic partnerships with potential 
to advance program goals and objectives; Build strategic thinking and 
expertise in marine-related institutional programming and strengthening 
WWF-Tanzania's understanding of, and representation at, the national and
 international level; Strengthen ability for knowledge transfer and 
institutional collaboration with national and international marine 
sector agencies, CSOs and donors Deliverables</span><br />
